Either the cemetery or the mausoleum builder will construct the foundation for the mausoleum. Many cemeteries have the experience and equipment needed to construct a foundation. The mausoleum builder will submit a set of plans called the "foundation plans" that will specify exactly how the foundation is to be constructed.
The price for constructing the foundation is determined by the cemetery when they construct the foundation. The cost of the foundation is based upon the overall size and complexity of the foundation - usually the cemetery will provide a price per square inch.
